About Solomon Elliott Cyber
Solomon Elliott Cyber (SEC) delivers focused access control assessments and advisory. We serve organizations nationwide, with a particular focus on the smaller, under-resourced end of the public sector: small municipalities, small districts and small agencies.
We keep our scope narrow on purpose. Instead of a generic cybersecurity review, we look closely at how access is granted, managed and documented, and tell you plainly what to change.
Why we focus here
Under-resourced organizations are disproportionately vulnerable. They hold the same sensitive data as larger peers, with a fraction of the staff to protect it.
That support is getting thinner. Sixteen percent of state CISOs reported cybersecurity budget cuts in 2026, compared with none in 2024 (2026 NASCIO-Deloitte Cybersecurity Study). And MS-ISAC moved to a fee-based membership model after its federal funding ended in September 2025, so smaller entities are losing free support they once relied on.

Solomon Elliott founded SEC to give smaller organizations access to the kind of disciplined, honest security assessment usually reserved for those with large budgets.
Solomon holds the CompTIA Security+ certification, is a CMMC Registered Practitioner, earned a B.S. from Purdue University and is completing an M.S. at Georgia Tech.
